About ReturnSafe
A national platform connecting families, police, and partner agencies to report, search, and coordinate the recovery of missing persons across Rwanda.
Why ReturnSafe Exists
Missing persons cases in Rwanda (children, adults, elderly, disabled persons, trafficking victims, disaster victims, and refugees) have relied on fragmented, largely manual processes across police, hospitals, local government, and NGOs.
ReturnSafe replaces paper records, phone calls, and isolated databases with one centralized, interoperable platform, integrating AI-assisted matching, GIS-based search coordination, and secure interoperability with government and institutional systems, built to improve public safety and reunification rates while protecting privacy and dignity.
Our Core Values
These principles guide how ReturnSafe handles every case
Dignity
Handling sensitive information (medical, mental health, biometric) with care and restraint.
Security
Encryption, access control, and audit trails on every module that touches personal data.
Coordination
One shared case record across police, local government, healthcare, and humanitarian partners.
Evidence-Based
AI-assisted matching and analytics to support decisions, never to replace human judgment.
